Usually it is to prevent the spreading of disease or pests, but sometimes it can be an issue with the agriculture in the state that you are moving to. Some states require an inspection of the plants in order to be permitted across the state lines. Once again California is one of the strictest for this and they discourage any citrus, fruit, nut or pine trees.
